Antes de esta lamentable situación pandémica declarada a mediados de Marzo de 2020, México se aferraba inercialmente a una lenta transformación del mercado laboral. Aún con prácticas del pasado, jornadas de tiempos muertos, horarios tradicionales, procesos manuales, presenciales, responsabilidades lo más delgadas posibles casi rayando en la nulidad y claro, no podía faltar la renuencia al cambio.
Si bien el mercado laboral estaba en vías de transformación por lo menos en lo que la ley en papel corresponde, el Coronavirus (COVID – 19) se ha encargado de refrescar y revolucionar ideas en los empresarios en menos de dos meses. Algo que históricamente no se había logrado al unísono de la mayoría de los agentes económicos, ahora la necesidad los orilla a coordinar acciones colectivas de actualización o modernización, es decir o se adaptan al cambio o pasan a ser parte de la estadística de negocios que no sobrevivirán el confinamiento. No hay que olvidar que antes de la pandemia, la esperanza de vida de una empresa era de 7 a 8 años pero ante la actual crisis global, su experiencia no será de años, si no de meses.
Viéndolo desde otra arista, la pandemia ha despejado tanto a empresarios como a trabajadores el camino para romper algunos paradigmas como “si aquí no trabaja, en casa menos” pues cabe mencionar que México se encuentra entre los países que más horas trabajan según un estudio de la OCDE realizado en 2018 . Todo ello, en un escenario de crisis no visto, llevó a no tener más opción más que confiar en la fuerza de trabajo y que las cosas realmente se iban a hacer. Así como diseñar políticas e indicadores de trabajo en casa para medir el aprovechamiento y definir hasta dónde extiende este derecho en un horizonte en el que por lo menos en los próximos meses dicho esquema se seguirá aprovechando.
La clave para lograr el equilibro en dicho esquema de trabajo, es algo que se nos enseña en casa, sin libros y más bien en reglas de comportamiento básicas como honestidad, responsabilidad, compromiso, lealtad y coherencia. Sin duda estos valores se han reforzado y han salido a la luz durante estos días entre quienes los pregonan y quienes realmente los llevan a la práctica. Los resultados de esa coherencia son muy simples: reducción de costos y optimización de tiempos. Y es que tanto empresarios como empleados tienen claro que esta revolución ha mostrado una gran área de oportunidad en la eficiencia de costos fijos como un factor determinante para superar esta pandemia. Los trabajadores, por su parte lo han notado en traslados y tráfico. Por poner como ejemplo a la Zona Metropolitana de Valle de México, con sus más de 21 millones de habitantes, una reducción del 40% en el uso del parque vehicular genera ahorros considerables en tiempo y en el bolsillo.
Todo esto será parte de lo que se ha llamado la “nueva normalidad” que no es otra cosa que una inevitable adaptación al cambio en la evolución del mercado laboral, pero que le dejará una gran tarea al Estado de Derecho describirlo en papel y a las instituciones encargadas de que las cosas realmente sucedan.
